Killer Cop Frank "El Pelon" Hernandez was set free after court declared that he acted in self defense against Guatemalan Day Laborer Manuel Jamines Xum! Several Eye witness accounts stated that Jamines was unarmed and Police Officer Frank "El Pelon" Hernandez was a known rights violator with a violent past.
